Short answer: yes, cannabis delivery is legal in Ontario when it comes from a licensed retailer and goes to someone 19 or older. The longer answer is worth two minutes of your time, because the grey market is still noisy and it helps to know the difference.
Who is allowed to deliver
Cannabis retail in Ontario is licensed and regulated by the Alcohol and Gaming Commission of Ontario, the AGCO. A licensed store can take orders online or by phone and deliver them within its local area, using its own staff. The Ontario Cannabis Store also ships by mail across the province.

What a legal retailer has to do
- Sell only product that has come through the legal Ontario supply chain, tested and labelled
- Verify that the person receiving the order is 19 or older, with government-issued photo ID
- Refuse to leave an order at a door, in a lobby, or with anyone who cannot show ID
- Keep records and follow the same rules online as at the counter
- Staff the floor with people who hold CannSell certification
How to spot the grey market
Illegal sellers are still out there and they are getting better at looking legitimate. A few tells:
- No age check at any point in the order
- Prices that make no sense against a legal shelf
- Product with no excise stamp and no THC or CBD figures on the package
- Claims that the product treats, cures or relieves a medical condition
- Delivery by courier with no ID check at the door
Legal product carries an excise stamp, a standardised cannabis symbol and a clear label. If it does not, it did not come through the legal chain.
The bit people get wrong
It is legal for you to buy and it is legal for us to deliver, but it is not legal for us to hand an order to someone who cannot prove their age, however obvious it seems. That is why every delivery ends with an ID check. Details in the ID rules for weed delivery.
